Disney Transportation in the form of covered trolleys towed by a tractor unit convey guests from the car park either to the park entrance or to the monorail. Off site guests without access to a car will still be able to get into the Disney parks, and move between the parks, but movement will be a little harder. Whilst the service provided by the monorail and most water transportation is identical for On or Off site guests, external bus companies travel into and out of the parks much less frequently than the Disney Transportation buses, often only running hourly, and only providing one or two buses after the parks close.
